Amazing. A tax on selling pot. Selling pot is illegal, stamp or no stamp. They use it to hit drug dealers for more money.

From the Texas Comptroller of Public Accounts, 111 East 17th Street, Austin, Texas 78701. The Texas Administrative Code (TAC) refers to them as tax payment certificates. Payment of the tax by “money order, certified check, or similar source of [guaranteed] funds” must accompany any request by mail. The stamps come in 4 denominations:
Quantity Value
1 gram $3.50
1 ounce $101.50
1 pound $1,589.00
1 kilogram $3,500.00
The stamp’s sole purpose is to show that the marihuana (sic) tax has been paid. Possession and sale of marijuana are illegal in Texas. Payment of the tax does not negate that.
