my seed is in germination i just planted it after the root sprouted should i water it once in the morning and thats it? or 2 times a day?

Help on PH issues?
Our water is softened and the water i buy is 8ph.
I watered once with the softened water before i remmemeberd not to and have not had enough filtered to flush at all. The ph is being broguht down by using vinegar in the water, usually i go down to 8, trying to offest the soil at 8.
It does not seem to be changing or going down (unless its soaked with the winegar water). When dryer its back to 8.
Any ideas why? Flushing soon as i get my own water filter system..
