I gave a buddy a ring who lives in Texas, says you must be 18 or older to purchase any tobacco related product.
It is 18, even thought zig zags are not for tobacco—anyone who smoked roll your own cigs know that zig zag paper burns to quick. But since Bugler, Topp etc… also make rolling paper it is still a tobacco product. I had a country store in Northern New York & got schooled in the ways of paper products. Also cig tubes with the filter are restricted to 18 as well as butane, lighters & spray paint. But if you get caught with papers & no green stuff a cop could say it is drug parafenalia. So be careful what you are smoking.
