Would a 25″ 33watt fluorescent plant tube be enough to vegetate 1-2 marijuana plants in a small closet with aluminum foil on the wall? If not what are some good lights to get?

No, that little light would be a waste of time. Get at least a 150 watt metal halide light.
NO the smallest bulb ive ever been able to conceal and still have awesome weed is a 75 watt high pressure sodium bulb.
